Program Overview
Section 8 Housing Choice Voucher Program (HCV)

The Section 8 Housing Choice Voucher Program, funded by the United States Department of Housing and Urban Development (HUD), assists very low income families (one or more persons) to rent safe, decent and affordable housing owned by private owners in the Lorain County jurisdiction.

Qualifying families are responsible for finding their own housing and paying a portion of their income towards rent. The rental amount for housing secured by participating families must be comparable to that of similar unsubsidized housing units in the area or complex. The family pays a minimum of 30% of their gross monthly adjusted income, as determined by the Housing Authority, directly to the landlord. LMHA sends a monthly payment directly to the landlord for the difference between the contract rent and tenant rent portion.

The rental assistance is retained by the family when they move to another unit approved by the Section 8 department. The family may also choose to transfer their assistance outside Lorain County throughout the United States under the portability regulations.

The Housing Assistance Program prohibits discrimination against any person based on race, color, religion, sex, disability, familial status, or nation origin.

Section 8 Housing Choice Voucher Program

The Participant must comply with all the family obligations set forth in the program regulations to continue receiving assistance. The Owner must comply with the Landlord obligations set forth in the HAP Contract and program regulations. The Lease is entered into by the Tenant and the Landlord and both parties are obligated to comply with the terms set forth in the lease. Section 8 is not a party to the lease, but the lease must contain the Housing Choice Voucher Addendum.
