How Does It Work (Flow Chart)


Landlord searches for and screens any prospective tenants interested in the rental unit. He or she may list the unit for free on AffordableHousing.com, but it is not a requirement. You may also place a flyer on the bulletin board at our main office.
Once the Landlord decides to lease to a suitable HCV (Section 8) participant, the Request for Tenancy Approval (RFTA) packet must be completed by the Landlord and signed by both the tenant and the Landlord. You will get this form from your perspective tenant.
Return the Request for Tenancy Approval (RFTA) to the HCV (Section 8) Office, where the Occupancy Specialist will conduct an affordability test.
Once all paperwork is completed and the rent amount is determined affordable based on HUD guidelines, a Housing Quality Standards (HQS) Inspection of the unit may be scheduled.
During the time that the unit is being inspected, the Landlord must complete an online Landlord Briefing, which explains his or her rights and responsibilities along with an overview of how the HCV Program works.
After completing the online Landlord Briefing, the Landlord will complete and submit the online Certification form and mail it to Lorain Metropolitan Housing Authority, 1600 Kansas Avenue, Lorain, OH 44052 or email it to clangha@lmha.org
Once the unit passes inspection, the Occupancy Specialist will complete the final paperwork for the client to sign as well as complete the contract for the owner's signature. Both will be sent notification of this event.
The unit will be inspected at a minimum biennially.
