The Lorain Metropolitan Housing Authority (LMHA) follows HUD guidelines and policies in its procurement process.

LMHA reserves the right not to extend an award for any solicitation without prior notification for reasons it deems in the best interest of the Authority.

Cancellation of Solicitations

LMHA reserves the right to cancel a solicitation without prior notification for reasons it deems in the best interest of the Authority.

 

LMHA Procurement Policy

Davis Bacon


LMHA is required by 24 CFR 85.36(h)(5), to pay Davis-Bacon wage rates for all construction contracts in excess of $2,000. Construction is defined as alteration and/or repair, including painting and decorating of public buildings or public works.

Section 3

The purpose of Section 3 of the Housing and Urban Development Act of 1968 is to provide economic and employment opportunities to low and very-low income individuals. Section 3 requires recipients of certain types of HUD funding to ensure to the “greatest extent feasible” that a certain percentage of the job training, employment, and contracting opportunities that arise from the expenditure of the funds benefit low and very-low income individuals.
